Three separate things can restrict you

1. City or county zoning and permitting

The City of Houston and each surrounding municipality — Katy, Sugar Land, Pasadena and so on — sets its own rules on accessory structures, and unincorporated Harris County is different again. Some jurisdictions treat a container as a temporary structure with looser rules; others require a permit similar to a shed once it has been on-site more than a set number of days.

2. HOA deed restrictions

In most Houston-area subdivisions, this is the rule that actually stops people — not the city. Many HOAs prohibit visible outdoor storage structures entirely, regardless of what the municipality allows. Check your deed restrictions or ask your HOA directly before you buy, not after delivery.

3. Flood plain & drainage rules

Properties in a mapped flood plain — common closer to the bayous and in low-lying areas around Houston — can carry additional placement requirements. Worth a call if you are anywhere near a waterway.

What tends to make approval easier

• Temporary or short-term placement. Many jurisdictions are more permissive under a set number of days, often tied to an active construction permit on the property.
• Placement that is not visible from the street.
• Commercial and industrial-zoned lots, which generally carry far fewer restrictions than residential.

Your pre-order checklist

1. Check your HOA's deed restrictions, if you have an HOA.
2. Call your city or county permitting office and ask specifically about “accessory storage structures” or “shipping containers.”
3. If you are planning a permanent conversion — office, studio, living space — ask about building permit requirements. Conversions are treated more like construction than storage almost everywhere.
